I'm not sure what a PE+ target is, but as long as running configure
with no special flags correctly detects the situation and doesn't
enable load if it doesn't work, it seems like the proper behavior to
me. If you force load to be enabled on the command line, then... :)

This should definitely not be true. I'd be interested to see the diff
files for this run.

Patches are not really required; I often can fix the problem without
them. If you email me the test diff files I can take a look. Please
just send them directly to me; no need to send them to the entire list.
