Follow-up Comment #23:
I fixed this by removing the TLS declaration for MSVC, leaving behind a
comment about that.
I also ifdef'ed away the special code for Winsock errors, let's see if that
breaks something.
In a separate commit, I also ifdef'ed away unused functions in sub_proc.c,
which made it look as if several threads are being used by GNU Make on
MS-Windows.
