This is not a gnu make problem.
What happens here is that make tells you that when trying to
execute g++ ... it failed to find the g++ executable.
Try the command
g++ -O2 --pipe  -I/usr/local/include -c -o
alone in the shell and you will see the same.

You are probarly missing a gcc related package, or your system is
misconfigured.
