By what you have seen, your decision was right.
However, instead of making release tarballs, there are now weekly
snapshot tarballs [1][2]. And since July 2020, support for producing
internationalized releases of m4 has been added back. [3]

I can't say anything about the "when", since I'm not an m4 maintainer.
But it looks very much like the next release will contains a POT file
and translations (based on what was in the m4-1.4o release many years ago).
