bug#56556: texlive-babel-dutch with and without texlive-hyphen-dutch: No hyphenation patterns were preloaded

Neither texlive-babel-dutch nor texlive-hyphen-dutch load hyphenation.

Test document:

Running with texlive-babel-dutch only:
