grub bootdisk help (if time permits)

hello, I posted what i think to be a bug to the grub mailing list
but as I'm not on it, have no idea if anyone has responded.

in the mean time i'm trying to get around the problems by
creating a grub bootdisk.  I looked through the mailing list
archives and found a suggestion by Derrick Pates, but I'm 
having a bit of trouble.

I did 
(1) "grub-install --root-directory=/mnt/floppy '(fd0)' "
(2) copied the menu.lst from my redhat install over to the floppy

i reboot and the system does successfully load grub, but then falls
to the command line mode.  reading the helpfiles on redhat it appears
that this is the default behavior when the menu.lst file can not be found
or is invalid.  I've now gone through and stripped out almost everything
from the menu.lst file, but still no progress.  it currently reads:

default=WINME
timeout=20

title WINME
rootnoverify (hd0,0)
chainloader +1

again if anyone has info/help it'd be appreciated
(also as I'm not on the list and don't know how to get
on the list it'd be helpful if you could cc me or just respond
to me directly)

grub & linux are generic redhat 7.2 install
system is a P4 on abit th7-raid
hd0 is a 15gb winme
hd1 & hd2 are 20gb IBM 60gxp's in raid 1
