Sorry for the lack of previous reply.

No, this isn't an issue any more/for the moment.  cc-compat.el and
cc-fix.el both no longer exist and have been removed from the Makefile.

I suppose it doesn't help much that I don't actually use this Makefile
myself.  ;-(
