I would recommend taking a look at Gnatsweb 2.7 beta, which includes a module supporting graphing. There are some examples to get you started in the distribution. Look at http://sources.redhat.com/gnats/ for a pointer to the download location.
We used this as a starting point to add some fairly advanced statistics and graphing capabilities into our internal GNATS system, based on an old Gnuplot which still supported GIF creation (that feature has been removed in newer versions of Gnuplot). PNG output should work just as well, though.
Unfortunately, I am unable to provide full information about the implementation since the guy who created it is currently on leave.
