Subject Header not created

Unable to generate subject header.  All messages include the mail header,
and a generic "mail output from file-pr" subject.  Other than that,  the
send-pr and query-pr functions look good.

Since file-pr pulls info from the send-pr template, rather than the
config/responsible/submitter file,
I'm kinda at a loss as to what needs to be modified.  Any thoughts on what
I'm doing wrong?

The server is a Linux 2.2.14-5, Redhat 6.0 installation, with gnats-3.113.5
and sendmail-8.9.3.  The /etc/smrsh fix has been made.  The config file has
debug, acknowledgement and notify turned on, and I ran strace on file-pr,
which pulled a problem report from the queue, but gave no indication of a
problem with file-pr.

Also, can the problem number be reset by simply resetting the current and
index files?
