Probably nowhere; I think this is a bug in the 4.0 sources.  See GNATS 
PR 118 for a description and a fix, the symptoms habe been the same you 
described but you should verify the fix, as I'm not the maintainter of 
GNATS and just getting into the sources.  Unfortunately (and ironically) 
nobody seems to take care of GNATS PRs for quite some time already, even 
when GNATS was still actively maintained (this kind of stopped recently 
too, don't know for sure yet) so we are on our own with 4.0, at least for 
the very moment.

You might want to look at the other PRs I've filed for 4.0, if you are using 
it in a production scenario.  Please note that all patches I've submitted 
are white space garbled due to my ssh clients cut and copy messing with tabs; 
I just noticed this unfortunate behaviour, sorry for this.
