gtags registers to GRATGS the symbol which is not registered into GTAGS.
htags does not make hyperlink on a symbol with such reference.
What is the use of the reference to nonexistent definition?
IMHO, it is better to register into GSYMS instead of GRTAGS the symbol which is
not registered into GTAGS.
