copy files

Hello,

We are using cfengine 1.6a14 and have the following problem. We want to copy
a file to all the users home directory, but that doesn't work. 
Below is an example of the config file. Did we do something wrong or is this a
bug? The home directive for the actionsequence files works fine.

Platform Solaris 2.7


control:

  mountpattern = ( /usr/tmp/home )
  homepattern = ( * )

  actionsequence = ( copy )

copy:
  /etc/hosts
  dest=home/hosts
  type=checksum
