smart patch for cfengine-1.6.0a11 - with bug fix

While updating my smart patch for 1.6.0a11- I noticed that it was not
resetting the default for each shellcommand, so calling one command "smart"
would label all following commands as smart (darn global variables). Here is
an updated patch that works correctly.
 
The smart patch add a new option to shellcommands. Commands where
"smart=true" are executed even in dry-run mode (they are expected to respect
the new "opt_dry_run" class that is set when in dry run mode). This allows
me to get more accurate information from "cfengine --dry-run --inform".
