The latter, which seems to be a paraphrase of the former, sounds as if
`jobs' is supposed to report on jobs other than stopped and
asynchronous ones. Which is not true, no shell does it and no one
expects it.

There's no real difference between the two statements; there is a
clarification for consistency with the language in the new "Job
Control" section in Issue 8.
