Aha! So that is where the apparent "system default locale" comes
from.
$ locale | grep COLL
LC_COLLATE=POSIX
$ unset LC_COLLATE
$ locale | grep COLL
LC_COLLATE="en_GB.utf8"
$ unset LANG
$ locale | grep COLL
LC_COLLATE="POSIX"
