I evaluated the following:
(add-to-list 'LaTeX-item-list
'("questions" . (lambda () (insert "\\question"))))
(add-to-list 'LaTeX-item-list
'("parts" . (lambda () (insert "\\part"))))
(LaTeX-add-environments '("questions" LaTeX-env-item))
(LaTeX-add-environments '("parts" LaTeX-env-item))
and I changed the value of "LaTeX-item-regexp" to
"\(bib\)?item\b\|\(part\b\|question\b\)"
Still, when I do "C-c C-j" (or "M-RET") inside a "questions"
or "parts" environment, Emacs inserts "\item".
